Naked taunting, frozen meat on roof, fire during hurricane, police say

AND a neighborly dispute lasting almost a year involving property lines, headlights, explicit threats and fire, resulted in an arrest in Palm Beach Gardens.

A prolonged and escalating dispute between neighbors on Riverside Drive in Palm Beach Gardens has resulted in legal action against Blair Kaluahine, who is accused of harassment, threats and property damage against the couple.

The family’s attorney, Michelle Suskauer, told WPEC that the suspect not only crossed the border, but also set it on fire.

“This neighbor, this man, for no reason that we could even imagine, targeted this family. He seemed obsessed with this family and did something different every day,” Suskauer said.

One of the victims, a mother currently battling cancer, told CBS12 News her 5-year-old daughter was so terrified she couldn’t even sleep in her room.

The conflict began in early 2024 when the victim parked his vehicle in a ravine to allow access to the construction of his home. Kaluahine, his neighbor, left a note informing the car owner that parking in the swamp was prohibited. This initial interaction began a series of hostile encounters, which the Palm Beach Gardens Police Department (PBGPD) explained in its probable cause statement.

The statement said that after the parking lot incident, Kaluahine installed commercial-strength lighting aimed directly at the victim’s master bedroom, forcing him to install blackout film on his windows. The situation further escalated when Kaluahine erected a flagpole on the victim’s property, leading to a heated confrontation. Kaluahine’s behavior included yelling obscenities, playing loud music and throwing debris from the garden onto the victim’s property.

During a heated confrontation over a flagpole on March 12, 2024, Kaluahine allegedly told the victim’s wife, “Go ahead and call the police, you fat bitch! *****.

The arrest report continued to say Kaluahine told the victim he was going to make his “life miserable.” Police records show that “Kaluahine was intoxicated and rowdy.”

The next day, PBGPD said officers responded to Kaluahine allegedly shouting obscenities from his yard. An arrest affidavit states that on March 14, officers returned due to an ongoing dispute, including Kaluahine driving into the victim’s driveway and mud and debris being scattered.

As the days passed, officers returned after Kaluahine “deliberately aimed” at another spotlight that was illuminating the victims’ bedrooms. Then on March 20, the victim told officers he believed Kaluahine had pressure washed the word “DICK” on the sidewalk near the driveway of the victim’s home, police wrote in the report.

The arrest report continued to detail instances of Kaluahine turning on the leaf blower directly outside the couple’s window, once stating, “Fuck you, f**k you, f**k.” I’m going to do it.” slap your ass.”

Three months later, on June 29, PBGPD responded to a victim’s report of Kaluahine allegedly destroying a surveillance camera with a pole.

Finally, on July 2, Code Enforcement conducted an on-site inspection and ordered Kaluahine to move the flagpoles outside his property line and adjust his floodlights to face only the patio. Police say it was a verbal interaction, but Kaluahine installed another high-powered spotlight that re-illuminated the victims’ bedroom.

Following other interactions with enforcement, police said calls against Kaluahine continued. This time, victims reported on July 16 that tarps had been placed in Kaluahine’s yard with the words “Fuck you, you trash” written in spray paint and a middle finger painted on the tarp. Kaluahine told officers he put up tarps because the victim’s camera was facing his yard.

There have been more incidents of bright light shining into victims’ windows, prompting law enforcement to conduct nighttime inspections.

PBGPD said that on September 25, officers responded to reports of Kaluahine allegedly spraying water on victims’ windows and walls. The victim told police it may have been because Kaluahine was dissatisfied with the interview that had taken place earlier in the day.

After the interaction, police detailed what they called the “hurricane incident.” When Hurricane Milton struck on October 9, Palm Beach Gardens had winds of 25 to 30 miles per hour, with gusts up to 54 miles per hour. According to police, Kaluahine decided to light a fire in a fire pit in his backyard, near the victim’s fence. Watching surveillance footage, police said: “There was no reasonable explanation for the use of fire in the middle of a hurricane.”

The video shows him allegedly adding fuel to the fire and leaving it unattended. When the Palm Beach Gardens Fire Department arrived, they found the fire had already been extinguished. However, that evening, police said Kaluahine re-ignited the fire using an accelerant and a leaf blower, which caused the embers to fly over the victim’s artificial turf and the embers remained lit for several seconds.

Police reported that similar incidents had occurred. On October 15, Kaluahine was reported to have burned himself in his pit again and showed his naked body to the victim’s camera. Police detailed that Kaluahine “shuddered for air” while waving his middle finger while looking and shouting directly at the surveillance camera. On October 19, he repeated this behavior, confronting a neighbor’s surveillance camera and exposing himself again.

The victims told police that there were at least four incidents at their home during which they heard a loud rumbling sound on the roof of their home. The victim went outside and found something strange: both fresh and frozen meat had been thrown onto the roof.

When officers contacted Kaluahine’s owner, he said the city had assessed him $67,000 in fines because of Kaluahine.

“They called law enforcement. They called Code enforcement. They did everything right, but nothing happened,” Suskauer said.

According to the arrest affidavit, Kaluahine attended three Code Enforcement hearings during which officers found his behavior had changed from “indifferent to belligerent and vulgar.” An officer at the scene said Kaluahine was shouting at the special judge, police officers, law enforcement officers and city attorneys, which was so disruptive that he had to be escorted out three times.

Police said that since their initial altercation with Kaluahine, the victims lived in constant fear for their safety. Ignoring the harassment initially did not work, and reporting it to authorities has not yet stopped Kaluahine’s behavior. Police say the victims had to change their daily activities and even leave their home for extended periods of time to avoid contact with Kaluahine and his activities.

Although Kaluahine says he will move out of the residence, there is no guarantee that will happen soon, nor is he a guarantee that he will stop harassing the victims, the arrested officer said. Given this history and the findings of the investigation, there is probable cause to arrest Kaluahine on two counts of aggravated stalking. Additionally, there is probable cause to charge Kaluahine with a felony after using a pole to strike and remove a Ring surveillance camera, causing $169.99 in damages.

Harassment and Stalking:

  • Tarpaulins with offensive messages were hung facing the victim’s yard.
  • He exposed himself and made obscene gestures towards the victim’s surveillance cameras.
  • He made verbal threats while walking his dogs near the victim’s house.

Property damage and vandalism:

  • He drove his vehicle into the victim’s driveway, leaving mud and debris behind.
  • He threw debris from the garden onto the victim’s driveway.
  • He destroyed a security camera, causing $169.99 in damages.
  • During the hurricane, he started a fire in his backyard, directing the embers toward the victim’s property.

Intoxication and belligerence:

  • He was often under the influence of alcohol while interacting with victims and law enforcement.
  • He used vulgar language and was aggressive towards officers and city officials.
  • He had to be escorted from Code Enforcement hearings due to disruptive behavior.

Violations of law and code:

  • Verbal advice and notices of parking and lighting violations were ignored.
  • He fined the owner $67,000 for repeated code violations.
  • He continued to defy city codes and escalate his behavior despite legal action.
