Court records show former Allentown cops forced women to perform sex acts to avoid jail

Past and present Allentown police officers facing rape, prostitution and other crimes Authorities say that while he was on duty, he forced a prostitute to perform non-consensual sex acts to avoid jail time.

Evan Jz Weaver, 45, of the 8800 block of Clearwater Circle w Weisenberg commune, is charged with two counts of rape; one of the crimes is kidnapping for the purpose of causing terror; one count of criminal involuntary servitude; two counts: criminal involuntary withdrawal from sexual intercourse under threat of coercion; and related crimes.

Jason Krasley, 47, of the 6400 block of Meadowview Terrace w Upper Milford Township, is charged with two counts of rape; one count of criminal involuntary servitude; one count of criminal sexual assault; three charges: misdemeanor, indecent assault; and related crimes.

Both Krasley and Weaver were arraigned on Jan. 10 before U.S. District Judge Linda Vega Sirop, who set bail at 10% of $750,000 and 10% of $900,000, respectively. Instead of being released on bail, Krasley was taken to jail Lehigh County Jail. Court records show Krasley posted bail and Weaver posted bail after his arraignment.

Bethlehem attorney James Burke, representing Krasley, said his client “completely denies” the allegations. Court records did not indicate that Weaver had any legal counsel.

Before this week, investigators asked Mr probable cause statements will be sealed because they believed the documents posed a potential threat to the victim. Court records have now been released, shedding more light on the case.

Detectives with the Lehigh County District Attorney’s Office began investigating the pair from May 2011 through early 2015.

Both Krasley and Weaver were employed by the deputy department at the time. Krasley’s duties included investigating prostitution and related crimes, while Weaver’s duties included investigating illegal drugs and weapons, court records state.

Authorities said that on May 12, 2011, Weaver was assigned to investigate a drug incident involving the victim’s boyfriend. Court records show Weaver participated in the couple’s arrest at a city home.

During the arrest, each of them was handcuffed and separated. Court records show the victim got into an unmarked police SUV with Weaver and the driver, while the boy was taken away by police for questioning.

The victim told investigators in an interview that he believed he was under arrest and that he was afforded his Miranda rights. Weaver told her that if she didn’t cooperate, “her entire life would be wasted,” court records state.

Authorities said Weaver told the woman she could do anything to avoid jail.

Court records show the driver of the SUV drove the victim to an undercover parking lot and Weaver told him to leave. Weaver then allegedly forced the woman to perform a sex act while the two remained in the SUV.

Court records show the woman later gave a written statement at a police station and was released without charge.

The victim alleged that she maintained contact with Weaver and continued sexual activity with him until early 2015 in order to avoid prosecution for various incidents in which he was involved, according to court records.

Authorities said Krasley and Weaver reconnected with the victim in 2015 when Krasley contacted her as part of an investigation into online sex ads. Court records show Krasley arranged to meet her as part of an undercover prostitution operation at a townhouse.

According to court records, Krasley did not identify himself as a police officer until the victim came out and recognized him and knew him from other previous contacts. Authorities said Weaver also knew they were at the victim’s home.

When the victim asked if he was going to jail, Krasley allegedly replied, “Why would I take you to jail? You know what you have to do.

Krasley then allegedly began raping the victim until Weaver entered the room and told Krasley to stop, court records show. Court records show the woman told Krasley “no” and tried to stop him throughout the incident. Weaver then allegedly forced the victim to perform sexual acts.

Authorities say Weaver and Krasley did not document the 2015 incident or press charges.

Krasley left the department in 2021 and went to work for the SafeSport Center, which fired him last year, shortly after learning he had been arrested for allegedly stealing $5,500 from a drug bust he helped run while on duty. Krasley was named in a whistleblower lawsuit filed last year by two Allentown officers who alleged widespread misconduct within the department.

Weaver, the unit’s current sergeant, has been placed on administrative leave.

Krasley and Weaver are scheduled to return to court for a preliminary hearing, tentatively scheduled for 1:45 p.m., Jan. 21, before Vega Sirop. The judge will then determine whether there is sufficient evidence to send the case to Lehigh County Common Pleas Court.

If convicted, each faces a maximum sentence of life in prison.
