Russian attack on a nine-story apartment building in Kharkov, Ukrainewhich killed one child and injured 29 others, authorities said on Wednesday.

“Unfortunately, one child died. Despite their efforts, doctors failed to resuscitate the boy,” Oleg Sinegubov, head of the Kharkiv Regional State Administration, said in a statement to Telegram.

Authorities said a multi-story apartment building was targeted by a Russian air bomb overnight.

Ukrainian President Volodymyr Zelensky issued a statement condemning the attack, saying: “Partners see what is happening every day. Under these circumstances, any delayed decision on their part means dozens or even hundreds more Russian bombs used against Ukraine. Their decisions are the lives of our people.”

“That is why we must stop Russia together – and with all possible force,” Zelensky said.

Kharkov is the second largest city in Ukraine, located in the north-eastern part of the country.

The attack on Ukraine came a few days after NATO confirmed the presence of North Korean troops sent to fight along with their Russian counterparts in the Kursk Oblast, an area in Russia where Ukraine is carrying out an attack.

“The deployment of North Korean troops represents: first, a significant escalation of the DPRK’s continued involvement in Russia’s illegal war,” said NATO Secretary General Mark Rutte, using the acronym of the country’s official name, the Democratic People’s Republic of Korea.

“Secondly, another violation of UN Security Council resolutions. Thirdly, a dangerous expansion of the Russian war,” he added. He called on Russia and North Korea to “stop these actions immediately.”
