Former Missouri City Police Officer Blademir Viveros, charged in June fatal crash, violated police policy on answering phone calls

RICHMOND, Texas (KTRK) — Missouri city officer fired this summer he was charged with manslaughter and role playing resulting in the death of two people during an accident on the way to a robbery call.

As the criminal investigation is ongoing, ABC13 continues to push for transparency in the rules and policies that officers in their cities must follow on the road.

Months later, we still only have part of this policy.

The policy details when an officer is required to activate sirens and emergency lights, something a former Missouri city officer was accused of doing before a crash that killed two people and injured a third.

In June, the Stewart family mourned the unimaginable loss of Mason and Angela after an officer responding to a robbery call in their car was accused of failing to activate his flashing lights and sirens.

Meanwhile, ABC13 asked the Missouri City Police Department what its policy is when responding to calls. They forced us to file a public records request, which they later challenged by asking the attorney general’s office for permission not to file it.

When they were forced to provide this information to Eyewitness News, some of their priority response policy was left unsaid.

Charing documents show former Missouri City Officer Blademir Viveros was charged with manslaughter, failure to use proper emergency lighting and speeding on the fatal day.

A man named Michael Hawkins was also sitting in the back of Viveros’ car during the fiery crash. This violated police policy that prohibits officers from responding to calls while someone is in the unit.

Hawkins was not found for hours before he received medical attention. Friends say he is in a rehabilitation hospital and is partially paralyzed.

The Stewart and Hawkins families have filed lawsuits against the police over the case.

Viveros remains in jail on $800,000 bail.
