The SSP, which carried out an unannounced inspection of the area around 12:00 on the night of October 30-31, encountered a large group causing disturbances to public order and engaging in hooliganism.

After asking the crowd to disperse, Pareek was met with a mutiny as the men reportedly questioned his authority. Undeterred, the SSP discreetly called for reinforcements, alerting station house officers (SHOs) from five nearby police stations. Within a few minutes, officers arrived at the scene and detained as many as 21 defendants.
