Mother arrested after 4-year-old child found beaten while wearing a garbage bag

Young Louisiana mother faces criminal charges after a concerned citizen called 911 and reported that the defendant’s toddler had been beaten and was carrying a garbage bag.

Haily Bellard, 21, faces aggravated second-degree cruelty to minors charges batteryAND domestic violence the Allen Parish Sheriff’s Office said in a news release.

The allegations stem from a Thursday telephone conversation with the agency. The agency said the Allen Parish Sheriff’s Office received a 911 call from a citizen who alerted authorities to the condition of a young child.

According to the news release, patrol deputies responded to the address and found a 4-year-old boy who had suffered injuries from being struck several times with an object in the area of the back and legs.

During the investigation, investigators determined that the child had suffered injuries as a result of his mother allegedly punishing him. She allegedly used a plastic container on the child several times and then made him wear a plastic garbage bag as clothing.

The child was taken by ambulance to Allen Parish Hospital for treatment and then released, officials said.

Authorities said detectives arrived at the scene, began talking to witnesses and then arrested the mother.

Bellard, who also goes by the stage name Haily Bellard Bennett, was reserved to the Allen Parish Jail. He is awaiting a bond hearing.
