Man pleads guilty to sexual assault and immigration fraud

Ottawa police and the Canada Border Services Agency say a man has been sentenced to six years in prison following a joint investigation into immigration and citizenship fraud and sexual assault.

The investigation began in 2016, OPS and CBSA said in a joint statement. The man fled Canada in 2017 after learning about the investigation.

“When he returned to Canada in 2023 to seek medical attention, the CBSA met and arrested him, and he returned to Ottawa to face criminal court,” the release said.

In a statement, police said he pleaded guilty Oct. 15 in Ottawa to three counts of sexual assault and one count each of sexual interference involving a minor, making a false statement in a passport and making false statements under the Immigration and Refugee Protection Act and in accordance with the Citizenship Act.

Kwene Tombwe was sentenced to six years in prison for sexual assault and one year for each of the four remaining charges, to be served concurrently.

Officials say he was also ordered to pay $26,500 in restitution to his victims.
