11 indicted by Jefferson County grand jury | News, sports, work


STEUBENVILLE – A man who allegedly crashed into three people participating in a charity motorcycle ride was one of 11 people indicted by a Jefferson County grand jury on Wednesday.

The people facing trial also included the mother of a 3-year-old child who swallowed THC gel, a man who allegedly broke the nose of a teenager trying to intervene in a domestic violence incident, and another person involved in the incidents described by authorities as a road accident.

Indicted on three counts of aggravated vehicular assault: Joseph W. Boyer Jr., 512 Ridgeview Ave., Brilliant.

Authorities say Boyer, 35, was behind the wheel despite not having a driver’s license when he allegedly hit motorcyclists on Aug. 11, two of whom were injured. “deep damage” and had to be transported by medical helicopter for treatment. The third victim moved out of the way but still suffered serious injuries, he added.

Grand jurors also returned an indictment against Cynthia Stanko, 41, 1522 Maryland Ave., Steubenville, child endangerment.

Authorities say her child became seriously ill on Nov. 27 after ingesting THC-containing gel, and that upon arrival at the hospital, doctors discovered the girl also had methamphetamine and amphetamines in her system. They said the 3-year-old also had special needs that were not covered by medical needs.

The three-count indictment of assault and misdemeanor counts of domestic violence and child endangerment names Keith Allen Ryals, 185 Sunset Drive, Carnegie. Authorities say Ryals, 44, broke the nose of a 17-year-old boy who tried to stop an alleged domestic assault on Nov. 17.

Robert L. Hakes III, 44, 1224 Glencairn Road, Weirton, was returned with a two-count indictment charging him with aggravated assault, a felony, and a misdemeanor count of aggravated menacing.

Authorities say Hakes took issue with the way another man entered traffic in the Veterans Bridge construction zone and followed him from the bridge south on State Route 7 to the New Alexandria exit. When the other driver stopped to let Hakes pass, authorities allege he instead got out of the vehicle and attacked the victim, who knocked him to the ground and held him down until passersby called police.

Other defendants include:

• Tamara Nicole Jacobs, 655 Broadway Blvd., Steubenville, possession of cocaine, a felony and misdemeanor, charges of unlawful possession of drug paraphernalia and child endangerment on Oct. 24.

Authorities say they found cocaine and a book with Jacob’s name on the cover and a color-coded list of names of people believed to be customers.

• Jacob Charles Pemberton, 35, 125 Aetna St., Mingo Junction, domestic violence, criminal mischief. allegedly Pemberton “caused or attempted to cause physical harm to a family member”, authorities report. According to the indictment, Pemberton was previously convicted in September in Jefferson County Common Pleas Court of domestic violence involving another family member.

• Darnell Jordan Ellis, 26, 453 Canton Road, Wintersville, possession of cocaine with warrant for forfeiture of firearm. Authorities serving a warrant at Ellis’ home on Nov. 15 allegedly found cocaine and a gun.

• Tre’vaun Razar Palmer-Austin, 21, 730 N. Seventh St., Steubenville, felonious assault with a three-year firearms prohibition. Authorities said the charges stem from an incident that occurred on October 23.

• Jaimee Shenea Bing, 40, 535 Maxwell Ave., Steubenville, aggravated possession of drugs and possession of a fentanyl-based compound, both felonies. Police executing the warrant found methylenedioxyamphetamine, a psychedelic drug and a stimulant in Bing’s possession.

• Jerry Ricardo Tillman, 68, 1207 Park St., Steubenville, aggravated possession of drugs and two counts trafficking in cocaine, all felonies.

• John Eric Adams, 60, 181 Talbot Drive, 3, Wintersville, aggravated possession of drugs, a felony, and a misdemeanor charge of unlawful use or possession of drug paraphernalia.
